Government Expands Orange Economy Push with Major Boost to AVGC Sector and Creator Ecosystem

Nationwide rollout of content labs, skill programmes and startup support aims to position India as a global creative powerhouse

New Delhi, April 2, 2026: The Ministry of Information and Broadcasting has intensified efforts to strengthen India’s media and entertainment landscape, with a strong focus on the Animation, Visual Effects, Gaming and Comics sector under its broader vision of promoting the orange economy.

As part of the Union Budget 2026–27 announcements, the government has proposed the establishment of AVGC Content Creator Labs across 15,000 secondary schools and 500 colleges nationwide. The initiative, backed by an allocation of ₹250 crore, aims to nurture creative skills and provide hands-on learning opportunities to students in emerging digital domains.

The Indian Institute of Creative Technologies has been designated as the nodal agency for implementing these labs. Operating from the NFDC campus in Mumbai since July 2025, the institute has already launched multiple specialised courses, with students enrolled and training programmes underway for instructors to support the initiative’s expansion.

Earlier, the government had constituted the AVGC Promotion Task Force in April 2022 to develop a roadmap for the sector’s growth. The task force projected that the AVGC-XR industry could generate significant employment opportunities, with demand for nearly two million skilled professionals by 2030 across various creative and technical fields.

To further promote India’s creative economy on the global stage, the government organised the World Audio Visual and Entertainment Summit 2025, bringing together creators, investors and industry leaders from more than 100 countries. The summit served as a platform to showcase Indian talent and connect with global markets under the “Create in India, Create for the World” vision.

Additionally, the WaveX Startup Accelerator Programme has been supporting emerging startups through mentorship, incubation and access to international networks. The programme also facilitates intellectual property development and global exposure, enabling startups to scale their innovations.

The Create in India Challenge has also emerged as a key platform for identifying and promoting talent in the sector. Its first edition witnessed participation from over one lakh creators, including those from smaller cities, with selected participants receiving opportunities to showcase their work at national and international platforms.

The information was shared in the Lok Sabha by Minister of State for Information and Broadcasting, Dr. L. Murugan, in response to queries raised by Members of Parliament.
