New Delhi, October 28, 2025 — The Telecom Regulatory Authority of India (TRAI) has published the results of its Independent Drive Test (IDT) conducted across the Bhubaneswar–Rourkela Highway and the city of Rourkela, including adjoining rural and institutional areas in Odisha.
The assessments, carried out in August 2025 by TRAI’s Regional Office in Hyderabad, evaluated 2G, 3G, 4G, and 5G network performance to capture users’ real-world mobile experience in varied environments — from dense urban zones to rural stretches.
The survey covered a total of 331.4 km along the Bhubaneswar–Rourkela Highway and 355 km within Rourkela city limits, along with an additional 3.6 km walk test and eight hotspot locations.
Key testing areas included Sunaparbat, Banki, Chandiposh, Barghat, Gudhiali, Cuttack, Timjore, Koel Nagar, Panposh Road, and Rourkela Steel Plant, among others.
The evaluation focused on both voice and data services, analyzing key performance indicators such as call setup success rate, call drop rate, latency, throughput, and mean opinion score (MOS).
Call Setup Success Rate (CSSR): Airtel (97.06%), BSNL (79.76%), RJIL (99.84%), and VIL (61.34%)
Average Call Setup Time: Airtel (0.70s), BSNL (2.72s), RJIL (0.87s), and VIL (1.63s)
Drop Call Rate (DCR): Airtel (0.00%), BSNL (4.25%), RJIL (0.16%), and VIL (2.94%)
Mean Opinion Score (MOS): Airtel (3.91), BSNL (2.43), RJIL (3.78), VIL (4.48)
Call Silence/Mute Rate (4G/5G): Airtel (2.85%), RJIL (3.23%), VIL (2.86%)
These figures indicate RJIL and Airtel delivered the most consistent voice performance across the test zones.
Average Download Speed: Airtel – 96.48 Mbps, BSNL – 3.90 Mbps, RJIL – 191.10 Mbps, VIL – 17.73 Mbps
Average Upload Speed: Airtel – 25.57 Mbps, BSNL – 5.23 Mbps, RJIL – 18.40 Mbps, VIL – 15.37 Mbps
Median Latency (50th percentile): Airtel – 20.25 ms, BSNL – 26.45 ms, RJIL – 21.63 ms, VIL – 39.95 ms

RJIL showcased the highest 5G speeds, while Airtel demonstrated strong overall consistency in both data and voice categories.
In addition to highway and city routes, TRAI conducted walk and stationary tests at key public locations including:
Rourkela Railway Station
Collector Office, District Court, and Government Hospital
Municipal Corporation and NIT Rourkela
Rourkela Bus Stand, Steel Plant, and STI Market Complex
These tests aimed to replicate typical user experiences at high-traffic and institutional zones.
The tests were conducted using TRAI-recommended tools and standardized protocols under real-world conditions. The Authority has shared the results with all Telecom Service Providers (TSPs) for necessary improvements in coverage and performance.
