New Delhi, 24 February 2026 : “As we complete one year in office, we are steering the Delhi Vidhan Sabha toward a new era of modernization through a series of landmark initiatives that will redefine transparency and sustainable governance,” said Hon’ble Speaker Vijender Gupta today while addressing a Press Conference marking the completion of a transformative first year in office. Reflecting on his tenure, the Speaker emphasized that this milestone marks not just the completion of one year, but the conclusion of a deeply transformative year that has fundamentally reimagined the Assembly’s role in the digital age. He stated that the past twelve months have served as a foundation for a more accessible and environmentally conscious legislature, ensuring the institution remains at the forefront of democratic innovation and public service.

In a sweeping vision to modernize the Delhi Legislative Assembly, the Speaker announced a major expansion of the solar power project to 300 KW with already existing 500 KW, a commitment to double the institution’s environmental footprint by increasing the green area from 20% to 40%, the launch of a first-of-its-kind “MLA Award” to honor legislative excellence, and a prestigious one-year Political Leadership Programme to mentor future youth leaders. Committed to transparency and heritage, the initiative includes the restoration of the Assembly’s historic premises, the systematic archiving of landmark speeches, and the transformation of the Assembly Library into a tech-enabled, public-access knowledge hub.

Having assumed office on 24 February 2025, the Speaker described the past year as “a moment of reflection as well as renewed resolve” while addressing the media at the Assembly premises.

Marking the completion of one year in office, the Hon’ble Speaker of the Delhi Legislative Assembly, Vijender Gupta, today presented a comprehensive account of the institution’s achievements, highlighting a year defined by modernisation, transparency, and people-centric governance. Having assumed office on 24 February 2025, the Speaker described the past year as “a moment of reflection as well as renewed resolve” while addressing the media at the Assembly premises.
The Speaker noted that the Assembly has taken a significant leap into the digital era by becoming fully paperless through the implementation of the National e-Vidhan Application (NeVA). The first fully digital session held on 4 August 2025 marked a historic milestone, with legislative work transitioning from physical paperwork to secure digital platforms, enhancing efficiency and accessibility.

Beyond technological advancement, the Assembly has also emerged as a national example in environmental responsibility. With the commissioning of a 500-kilowatt rooftop solar power project, it has become the country’s first legislature to operate entirely on solar energy. The initiative has not only reduced carbon emissions but is also generating an estimated annual savings of ₹1.75 crore for the public exchequer.
Reinforcing its commitment to clean and transparent governance, the Assembly has strictly implemented the APMS portal to enable real-time monitoring of audit observations and Action Taken Notes across government departments.
In addition, a proposal for a National Legislative Index (NLI)—aimed at evaluating legislators’ performance—has received encouragement at the national level. To further uphold parliamentary dignity and encourage excellence, the Assembly is also introducing a “Best MLA Award,” with detailed rules expected to be placed during the upcoming Budget.

During the year, an important historical misconception associated with the Assembly complex was also addressed. Based on findings from the Archaeological Department, it was clarified that no execution chamber ever existed within the premises. Respecting public sentiment, the identified space has now been thoughtfully converted into a Tiffin Room.
As part of heritage preservation initiatives, a grand exhibition and documentary were produced to commemorate the centenary of Vithalbhai Patel being elected as a presiding officer in India’s legislative history. To deepen democratic participation among young citizens, thousands of students and civil service aspirants were engaged through the Viksit Bharat Youth Parliament initiative, including officers associated with the Union Public Service Commission.
Recognising the importance of well-being among public representatives, a special health screening camp for Members of the Legislative Assembly was organised in February 2026 to ensure that legislators remain physically and mentally fit to serve the public effectively.
Outlining future priorities, the Speaker announced plans to significantly expand solar energy capacity, introduce a Diploma/Certificate Programme in Political Leadership for youth, and modernise the Assembly library with advanced technology, making it accessible to researchers and the general public alike.

As part of campus reorganisation and infrastructure improvement, offices previously occupied by the Education Department and the Pharmacy unit have been vacated to streamline and optimise institutional space.
In a significant move to ensure that people’s representatives remain physically and mentally fit to serve the public, the Delhi Legislative Assembly Secretariat launched a dedicated Annual Health Check-up Programme for MLAs.Under this program, comprehensive health screenings were organized daily for the Hon’ble Members, ensuring they can discharge their public duties with full energy, positivity, and a focus on long-term wellness. This initiative underscores the Secretariat’s commitment to a holistic approach toward legislative efficiency.
