New Delhi | June 24, 2025- Every year, lakhs of students prepare for the UPSC Civil Services Examination, hoping to become IAS, IPS, or IFS officers. However, only a tiny fraction make it to the final merit list. The rest—despite clearing stages like Prelims, Mains, or even the Interview—are left with no career outcome from years of hard work.

But now, a new hope has emerged for these deserving candidates.

What Is ‘Pratibha Setu Yojana’?

The Government of India has launched a new initiative called ‘Pratibha Setu Yojana’, a scheme designed to support UPSC candidates who reached the final stages but were not selected.

This digital platform will record profiles of candidates who cleared the Mains or Interview round but did not make it to the final selection list. Their qualifications, skillsets, and contact information will be stored securely.

Employers—including PSUs, private firms, government departments, and banks—will have access to this database, giving them a chance to recruit from one of the most disciplined and motivated talent pools in India.

The name ‘Pratibha Setu’ translates to ‘Bridge of Talent’. It reflects the scheme’s goal—connecting untapped talent with meaningful employment.

Aspirants who narrowly missed selection often feel disheartened. This initiative gives them another chance to use their hard-earned knowledge in real-world roles.

Many candidates spend years preparing for the UPSC, often giving up jobs and personal time. Recognizing their potential beyond civil services is both fair and timely.

Aspirants Welcome the Move—With Caution

The response from UPSC candidates has been largely positive.
Kanishk Singh, who cleared UPSC Prelims 2025, called the scheme “a game-changer.”

“This will help students who reach the interview but don’t get selected. Their effort won’t be wasted anymore. It’s a commendable step,” he told Local18.

Another aspirant, Rohit Kumar, agreed but added a warning.

“This scheme will reduce mental stress for many. But the government must ensure smooth implementation. Otherwise, it’ll become just another inactive portal.”

Nearly 10 lakh candidates appear for the UPSC exam each year. Less than 1,000 secure final appointments. That leaves behind millions of qualified candidates without formal recognition.

‘Pratibha Setu’ aims to solve this gap by offering alternate employment opportunities based on merit and preparation levels.

What Happens Next?

For now, the scheme is in its launch phase. A dedicated web portal will soon go live, where candidates can register and upload their details. Employers will also receive onboarding assistance to search and shortlist profiles.

If implemented effectively, this scheme could redefine how India values UPSC-level preparation—moving beyond selection and toward broader inclusion in public and private job ecosystems.

‘Pratibha Setu Yojana’ sends a clear message: your effort matters, even if you missed the final list. The government now recognizes the immense potential of this group and wants to ensure their journey doesn’t go to waste.

In the words of a Delhi-based UPSC mentor:

“Not clearing UPSC should no longer mean the end of the road—it could be the start of another opportunity.”
