Tianjin, China– Prime Minister Narendra Modi took part in the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), hosted in Tianjin, China, from August 31 to September 1, 2025. The summit provided a platform for wide-ranging discussions on issues such as global governance reforms, counter-terrorism measures, economic cooperation, sustainable development, and regional peace and stability.
In his address, the Prime Minister underlined India’s vision for cooperation within the SCO, emphasizing three key pillars — Security, Connectivity, and Opportunity. Stressing that peace and stability are the foundations of prosperity, he urged member nations to take firm and united steps against terrorism, including terror financing and radicalization. He expressed gratitude for the solidarity shown by SCO members after the recent terror attack in Pahalgam and reiterated that there should be no “double standards” in confronting cross-border terrorism.
Highlighting connectivity as a driver of trust and development, Modi pointed to India’s commitment towards initiatives such as the Chabahar Port and the International North-South Transport Corridor. He further encouraged greater collaboration in areas like start-ups, innovation, youth empowerment, and cultural exchanges. To enhance people-to-people bonds, he proposed the establishment of a Civilizational Dialogue Forum within the SCO framework.
Prime Minister Modi also welcomed SCO’s reform-focused agenda, including the creation of new centres to tackle cyber security, organized crime, and drug trafficking. He called for the same spirit of reform to extend to global institutions like the United Nations.
Concluding his remarks, Modi thanked Chinese President Xi Jinping for his hospitality and congratulated him on the successful conduct of the summit. He also extended best wishes to Kyrgyzstan, which will assume the presidency of SCO next year. The meeting concluded with the adoption of the Tianjin Declaration by all member states.
