Officials Must Prepare Accounting of Funds Spent in Village Panchayats: Health Minister Aarti Singh Rao

Palwal, May 7: In accordance with the directives of Haryana Chief Minister Shri Nayab Singh Saini, future funding under HRDF (Human Resource Development Fund) for development in village panchayats will be released only after the accounting of previously spent funds under tied and untied grants. Therefore, officials must bring a detailed account of all funds spent so far in the next meeting.

Health Minister Aarti Singh Rao gave these instructions while presiding over the monthly meeting of the District Public Relations and Grievance Committee held at the District Secretariat auditorium on Wednesday. She heard a total of 11 complaints included in the agenda and resolved 7 of them on the spot.

In the meeting, the issue raised by Sakir, a member of the Gram Panchayat Committee from village Meethaka, about the incomplete construction of the Anganwadi building was addressed. The Executive Engineer informed the Minister that the work has resumed and will be completed by the end of May.

Hearing the complaint of Gangadhar from village Gharrot related to the Public Health Engineering Department and that of Jyoti from Palwal concerning retrieval of land from HAFED, the Minister directed the officials to provide the applicants with investigation reports so they can file their cases in civil court.

Regarding the complaint by Kallu from village Badha about being dismissed from a DC rate job in the Public Works Department, officials stated that an inquiry is ongoing under the Additional Deputy Commissioner. Meanwhile, Kallu has been re-employed on a contract basis and will soon receive an approval letter.

In another case, regarding a complaint by Priyanka from village Kushak involving the Police Department, the Minister assigned Hodal MLA Harinder Singh the responsibility of resolving the matter amicably between both parties.

Similarly, during the hearing of a complaint by Dushyant Dagar, Sarpanch of village Dhatir, related to the Food, Civil Supplies & Consumer Affairs Department, the Minister directed Deputy Commissioner Dr. Harish Kumar Vashistha to take action against the concerned ration depot holder.

In response to Chandrapal’s complaint from Peer Garhi about illegal occupation of a chaupal under the Development and Panchayat Department, the Minister instructed the BDPO to visit the site and initiate action to remove the encroachment.

On the complaint by Mahendra Pratap of Garhi Vinoda related to the Public Works Department, the Minister asked the Additional Deputy Commissioner to conduct an investigation and present a report.

For Vijaypal of Raipur, whose police-related complaint involved inaction against accused persons, the Minister instructed SDM Jyoti to investigate and ensure resolution.

In another land dispute involving serving soldier Anoop Singh from village Karna, the Minister directed the Tehsildar to carry out land demarcation.

Regarding Jai Prakash of Ali Vihar, New Delhi, and his complaint about pending refund from the Electricity Department, the concerned officials assured the Minister that the refund will be processed by June.

During the meeting, several other grievances were also raised by MLAs and committee members, for which Minister Aarti Singh Rao issued instructions to the relevant officials on the spot to ensure timely and appropriate redressal.

Hodal MLA Harinder Singh, Hathin MLA Mohammad Israel, former MLA Ramratna, BJP District President Vipin Bainsla, former District President Charan Singh Tewatia, Deputy Commissioner Dr. Harish Kumar Vashistha, SP Varun Singla, Additional DC Akhil Pilani, SDM Jyoti, SDM Gurmeet Singh, District Municipal Commissioner Manisha Sharma, City Magistrate Apratim Singh, MD Sugar Mill Vikas Yadav, departmental officials, committee members, and other dignitaries were present at the meeting.
