NCRTC Pushes for Faster Land Acquisition Policy for Haryana RRTS Projects

Managing Director Shalabh Goel urges state government to allow direct purchase for Namo Bharat corridors

Chandigarh, March 23, 2026: The National Capital Region Transport Corporation has approached the Haryana government seeking approval for a direct land purchase mechanism to accelerate work on upcoming Namo Bharat RRTS corridors, citing delays under the existing acquisition framework.

In a recent communication, NCRTC Managing Director Shalabh Goel highlighted that the current process under the Right to Fair Compensation and Transparency in Land Acquisition Act is time-intensive and may slow down project timelines. He urged the state to consider a policy allowing land procurement through mutual agreement with landowners.

The proposal draws from a similar policy recently approved for Gurugram Metro projects, where land is acquired through negotiations facilitated by district-level committees, enabling quicker transactions and reduced procedural hurdles.

According to officials, detailed project reports for the Sarai Kale Khan-Panipat-Karnal and Delhi-Gurugram-Bawal corridors have already received state approval and are awaiting clearance from the Centre.

The planned Delhi-Gurugram-Bawal corridor stretches over 93 km, while the Delhi-Panipat-Karnal route spans more than 136 km, with a substantial portion of both alignments falling within Haryana.

To execute these projects, NCRTC requires a significant land parcel, including both government-owned and privately held areas, making timely acquisition critical for meeting construction schedules.

Authorities indicated that tenders for the Gurugram-Bawal corridor are likely to be floated soon, signalling the beginning of on-ground development activities.

State officials confirmed that the proposal is currently under review, with departments assessing its feasibility and potential impact on project timelines and compensation mechanisms.

If approved, the policy is expected to streamline acquisition, ensure quicker compensation to landowners, and help initiate construction at an earlier stage.

As per the project timeline, land acquisition is planned over the next few years, followed by phased construction, system installation, and testing, with commissioning targeted in the early 2030s.
