Lok Sabha Speaker Stresses Dialogue, Transparency, and Digitalization for Stronger Democracy

New Delhi, September 13, 2025 – Concluding the 11th Commonwealth Parliamentary Association (CPA) India Region Conference, the Lok Sabha Speaker underlined the urgent need for constructive dialogue and institutional reforms to reinforce India’s democratic framework. He expressed concern over the increasing disruptions in legislative houses and called for a broad dialogue with all political parties and representatives to end this trend. While acknowledging that differences of opinion are the essence of democracy, he emphasized that debates and discussions must continue without interruption.

Highlighting the importance of accountability, the Speaker urged legislative institutions to become more transparent and responsive by leveraging modern technology to its fullest. He stressed that strengthening library, research, and reference branches of legislatures is essential to make parliamentary debates more detailed, meaningful, and fact-based. Dissent, he noted, is a core democratic value that should be accepted with maturity and tolerance, with debates focused on issues rather than personal attacks.

The Speaker pointed out that digitalization has already made legislative assemblies more accessible to citizens and promised to deepen public engagement with legislatures through expanded digital initiatives. He described India’s democracy and Constitution as guiding lights for the world, calling for efforts to make institutions more robust, inspiring, and exemplary. Drawing from the conference’s collaborative spirit, he encouraged states to adopt one another’s best practices to strengthen transparency and participation in governance.

Concluding his address, the Speaker affirmed that the vision of a developed India by 2047 can only be achieved through the active, positive, and people-centric functioning of legislative institutions.
