Chandigarh, June 12- While giving a significant gift to the beneficiaries of the Mukhyamantri Shehri Swamitva Yojana, Haryana Chief Minister, Nayab Singh Sani handed over shop registries to 250 eligible beneficiaries from various districts across the state. This step marks another milestone in empowering citizens through property ownership. Earlier, around 6,000 beneficiaries had already received this benefit under the scheme.
The registries were distributed during a programme held at the PWD Rest House in Sector-1, Panchkula, where the Chief Minister personally congratulated and extended his best wishes to the beneficiaries.
Prior to the event, the Chief Minister inaugurated and visited an exhibition organized by the Information, Public Relations and Languages Department, highlighting the government’s key achievements over the past 11 years. On this occasion, Sh. K.M. Pandurang, Director General of the Information, Public Relations and Languages Department, was also present.

Addressing the gathering, Chief Minister Sh Nayab Singh Saini said that the shop registrations distributed today are not just pieces of paper; they are the embodiment of the beneficiaries’ dreams. “The light of the sun that has risen today in the form of these registrations will reach every household in Haryana,” he added. He emphasized that the government’s mission is to ensure that no eligible citizen is left out of the benefits of welfare schemes. “We have not gathered here merely to hand over some documents or registrations,” he said. “We are here to give wings to your aspirations, to secure the future of your families, and to make you the rightful owner of your own land and your own shop.”

The Chief Minister said that for years, there were many settlements and colonies across the cities of the state where families had been residing without ownership rights to their properties. “Even in urban areas, our brothers and sisters have long struggled with this issue,” he said. To address this, the state government decided that ownership rights would be granted to those occupying municipal shops and houses that have been on rent, lease, or license fee for more than 20 years. With this vision, the government launched the Mukhyamantri Shehri Swamitva Yojana. “Our goal was clear, whether a citizen lives in a village or a city, they must have full and undisputed rights to their property,” he said. He added that the ownership documents and registries being distributed today are not merely legal papers—they are symbols of dignity, a guarantee of future security, and a step toward resolving land-related disputes that have persisted for generations.
Swamitva Yojana is proving to be a boon for lakhs of families
The Chief Minister said that in villages, properties falling under the Lal Dora had no official revenue records, and no registry was done at the time of buying or selling houses or plots. As a result, bank loans were not available, and disputes over ownership were common. He added that Prime Minister Sh Narendra Modi recognized this long-standing issue and resolved that every citizen in the country should have legal rights to their property. It was from this vision that the Swamitva Yojana came into existence. “Today, this scheme is proving to be a boon for lakhs of families,” added the Chief Minister.
The state government has resolved numerous legal disputes in the last 11 years
Chief Minister Sh Nayab Singh Saini stated that over the past 11 years, the state government has resolved numerous legal disputes to ensure that every eligible beneficiary receives their rightful entitlements. He mentioned that for many years, there were farmers in the state who had been cultivating land, yet remained deprived of ownership rights. In addition, they often lived under the constant threat of legal action. “The state government took decisive steps to grant ownership rights to these farmers,” he said. In a similar move, the government also granted ownership rights to individuals and families who have been residing for over 20 years in houses constructed on Panchayat land, bringing a huge relief to them.
The transparent recruitment process has fostered a positive environment in the state
Chief Minister Sh Nayab Singh Saini said that the state government is providing government jobs to youth purely on the basis of merit, without any Kharchi-Parchi. So far, 1.75 lakh youth in the state have been provided government jobs through a transparent recruitment process. “This transparency has created a positive environment across the state,” he said. “Today, government job opportunities are no longer limited to just a few villages and youth from every village of Haryana are benefiting.”
On this occasion, Panchkula Mayor Sh Kulbhushan Goyal, Commissioner and Secretary of the Urban Local Bodies Department Sh Vikas Gupta, Director General Sh Pankaj, along with other senior officers and beneficiaries, were present.
