New Delhi, March 11, 2026: The Government of Bihar convened the second meeting of its three Apex Committees to outline a long-term strategy for positioning the state as a leader in technology, innovation, and the New Age Economy. The meeting, held at Bihar Bhawan, New Delhi, was chaired by Chief Secretary Pratyaya Amrit and included senior officials, industry experts, and entrepreneurs.
Deliberations focused on developing Bihar as a technology hub in Eastern India, exploring major projects such as semiconductor manufacturing, Global Capability Centers, a Mega Tech City, and a Fin-Tech City. Strategies to promote startups, innovation, and youth employment were also discussed, alongside reforms to enhance the state’s investment-friendly ecosystem.
Pratyaya Amrit highlighted Bihar’s talented youth, improving infrastructure, and pro-investor policies as key factors attracting domestic and international investments. He noted that upcoming industrial conclaves would serve as platforms to connect global investors with opportunities in the state.
Kundan Kumar, Secretary of Industries and Managing Director of BIADA, outlined plans to promote startups and technology-driven sectors, emphasizing Bihar’s potential as a hub for service industries, innovation, and emerging technology companies. Meanwhile, Abhay Kumar Singh, Secretary of IT, spoke about the state’s AI Mission and the opportunities in AI, deep tech, fintech, agritech, and healthtech, highlighting the potential for large-scale employment generation.
The meeting decided to prepare time-bound action plans for each Apex Committee, detailing key priorities, policy interventions, and strategic initiatives. Participants stressed collaboration among government, industry, educational institutions, and startups to accelerate technology-led growth.
Special focus was given to attracting large-ticket investments and supporting high-potential startups to scale rapidly into unicorns, with access to financing, markets, incubation support, and global partnerships.
MLAs, senior bureaucrats, and entrepreneurs—including Sushant Patnaik, Shashank Kumar (DeHaat), Smt. Shradha Sharma (YourStory), Arunabh Sinha (UClean), Gaurav Kumar (Yubi / Vivriti), and Azhar Iqubal (Inshorts)—shared insights on leveraging Bihar’s strengths for a technology-driven economic transformation.
The meeting concluded with a consensus on the need for collective efforts to make Bihar a prominent center for technology, innovation, and global investment over the next five years.
