Government Invites Public Comments on Draft Seeds Bill, 2025

The new Bill aims to ensure quality seeds, protect farmers’ rights, and promote ease of doing business; stakeholders can submit suggestions by December 11, 2025.

New Delhi, November 13, 2025:The Government of India has invited public comments on the Draft Seeds Bill, 2025, which seeks to replace the existing Seeds Act, 1966 and the Seeds (Control) Order, 1983. The Department of Agriculture & Farmers Welfare (DA&FW) under the Ministry of Agriculture & Farmers Welfare has drafted the new Bill to align with current agricultural and regulatory needs.

The Draft Seeds Bill, 2025 aims to regulate the quality of seeds and planting materials in the market, ensuring that farmers have access to high-quality, affordable seeds. It also seeks to curb the sale of spurious and poor-quality seeds, safeguard farmers from financial losses, and enhance transparency and accountability within the seed supply chain.

A key feature of the new Bill is the decriminalisation of minor offences, intended to promote Ease of Doing Business and reduce compliance burdens while retaining strong provisions to penalise serious violations effectively.

The legislation also aims to liberalise seed imports, thereby promoting innovation and giving farmers access to globally superior seed varieties. At the same time, it underscores the government’s commitment to protecting farmers’ rights and ensuring their welfare through robust regulatory mechanisms.

All stakeholders and members of the public are encouraged to submit their suggestions and comments on the draft Bill by December 11, 2025, via email at jsseeds-agri@gov.in.
