Brazil, 07 JUL 2025 –Prime Minister Narendra Modi took part in the 17th BRICS Summit held in Rio de Janeiro, Brazil, on 6–7 July 2025. The summit focused on key issues such as reform of global governance, peace and security, the voice of the Global South, multilateralism, development challenges, and Artificial Intelligence (AI).
Modi thanked Brazilian President Luiz Inácio Lula da Silva for the warm hospitality and successful hosting of the event.
During the inaugural session on “Reform of Global Governance and Peace and Security”, Prime Minister Modi stressed India’s commitment to empowering the Global South. He emphasized that developing nations need better access to climate finance and technology to achieve sustainable growth.
Modi called for urgent reforms in global institutions like the UN Security Council, IMF, World Bank, and WTO. He said these bodies, built for the 20th century, were unfit to tackle today’s global challenges. He welcomed the inclusion of strong language on UN reform in the Summit Declaration.
On the topic of peace and security, Modi condemned terrorism as one of the greatest threats to humanity. Referring to the Pahalgam terror attack in April 2025, he said it was not only an attack on India but an assault on humanity. He called for strict global action against terrorism, including those who fund, support, or shelter terrorists. Modi urged BRICS nations to maintain zero tolerance towards terrorism and thanked leaders for strongly condemning the Pahalgam attack.
He also spoke about ongoing conflicts in West Asia and Europe, stressing India’s support for dialogue and diplomacy as tools for peaceful resolution.
Later, Prime Minister Modi addressed a session on “Strengthening Multilateralism, Economic-Financial Affairs and Artificial Intelligence”. The session included participation from BRICS Partner and invited countries.
Modi highlighted that diversity and multipolarity are key strengths of BRICS. He said the group’s role is crucial in a time when the global order faces uncertainty.
He offered four key proposals:
The New Development Bank should follow a demand-driven model and ensure long-term sustainability.
BRICS should create a Science and Research Repository to benefit developing nations.
The group must strengthen the supply chain of critical minerals, making it secure and resilient.
BRICS should promote responsible AI, focusing on AI governance while supporting innovation.
The summit concluded with the adoption of the ‘Rio de Janeiro Declaration’, reflecting shared priorities across the BRICS nations.
