HUSBAND AND WIFE, BOTH PROCLAIMED OFFENDERS, ABSCONDING FOR MORE THAN 6 YEARS ARRESTED IN A CHEATING CASE

 Delhi 28 march 2025: Facts of the case are that 04 accused persons namely Rakesh Sonkar, Sandeep Devi, Sandeep Mathur and Sushma started a company of Agarbatti and Kapur manufacturing and publicized the requirement of labuor for packaging Agarbatti and Kapur. They received money from thousands of daily wagers as registration charge for getting job in the company. They also deceived some agents promising money on commission basis. A lump sum amount of Rs. 50 lakhs was duped from the pockets of several victims. In this regard, a case vide FIR No. 25/19, u/s 406/420/120B IPC, was registered at PS EOW. Rakesh Sonkar and Sandeep Devi @Nikki @Jasbinder Kaur were declared Proclaimed Offenders (PO) by the Hon’ble court of Sh. Deepak Sherawat, CMM/SED/Saket Court, Delhi on 25/10/2019, and a reward of 25000/- each was declared on their arrest by worthy CP/Delhi.
TEAM AND OPERATION
As per the directions of senior officers, a team of Insp Manjeet Kumar, Cyber Cell, Crime Branch was working to trace wanted criminals & Pos, under the supervision of ACP Pawan Kumar, Cyber Cell, Crime Branch. On 25/03/2025, HC Mohit Malik and HC Gaurav Kumar, with the help of technical surveillance, got to know that accused persons are residing in the area of Ludhiana, Punjab to avoid their arrest.
On this information, a raiding team comprising SI Jagseer Singh, HC Mohit Malik, HC Gaurav Kumar, Ct. Suresh Pal and W/Ct. Shikha was constituted. On the basis of technical surveillance, a raid was conducted on 26/03/2025 in Ludhiana, Punjab and the team successfully apprehended both Proclaimed Offenders namely Rakesh Kumar Sonkar and Sandeep Devi @ Nikki @ Jasbinder Kaur r/o Ludhiana, Punjab. Both accused persons were arrested u/s 35.1(D) BNSS and produced before concerned court for further legal proceedings against them.

MODUS OPERANDI
Rakesh Sonkar and Sandeep Devi made a plan to start a company with their two friends namely Sandeep Mathur and Sushma. They started a company in the name of Inalsa Industries. Rakesh Sonkar was performing as Director and his wife Sandeep Devi performed as MD of the company. They received money from thousands of daily wagers as registration charges for getting job in the company. They also deceived some agents by promising money on commission basis.
PROFILE OF ACCUSED PERSONS
Accused Rakesh Sonkar and Sandeep Devi had studied upto 12th class. They are husband-wife and have 02 children. Both of them are permanent resident of Village Jharia, District Dhanbad, Jharkhand. They moved to Delhi in 2018 to earn money. Presently the accused were residing at Luhdiana, Punjab to avoid their arrest in the case.
