Delhi CM Rekha Gupta unveils ‘Hauslon Ki Udaan’ Scheme

Delhi’s youth to showcase their talent and achieve global recognition: CM Rekha Gupta

New Delhi, 29 July 2025 – Delhi Chief Minister Rekha Gupta has announced the launch of ‘Hauslon Ki Udaan’ (Flight of Aspirations), an ambitious initiative aimed at discovering, nurturing, and promoting the creative talent of the capital’s youth at national and international levels. The scheme is designed to provide young people with a platform to refine and showcase their artistic abilities, giving them a distinctive identity while bringing recognition to Delhi. A budget of Rs 5 crore has been allocated for the implementation of the scheme in the current financial year.

The Delhi Cabinet approved ‘Hauslon Ki Udaan’ in its meeting held on Tuesday, attended by all Cabinet Ministers, the Chief Secretary and senior officials. The Chief Minister stated that the blueprint of the initiative has been carefully designed to ensure the participation of youth across the city, enabling them to gain recognition and enhance the reputation of the national capital. She further informed that the announcement of the scheme had been made earlier during her Budget speech in the Delhi Legislative Assembly, and with the Cabinet’s approval, it is now being rolled out. The Department of Art, Culture and Languages will serve as the nodal department for its implementation.

Providing further details, Delhi’s Minister of Art, Culture and Languages, Kapil Mishra, described ‘Hauslon Ki Udaan’ as a historic step to bring Delhi’s talent to the global stage. He highlighted that while the city is rich in creative abilities such as music, dance, poetry, visual and digital art, many young people lack opportunities to present their skills due to limited access to platforms. The scheme will particularly focus on identifying and nurturing talent among youth living in slums, informal settlements and unauthorised colonies.

Under the initiative, talent hunt programmes will be conducted in all Assembly constituencies, followed by zonal and district-level competitions, culminating in a grand state-level finale carrying the Chief Minister’s name. The scheme will focus on six art forms: singing, dance, poetry, sculpture, visual art, digital art and theatre.

According to the Minister of Culture, the programme aims to connect nearly 5 million young people across Delhi. The talent hunt will be organised over a six-month period, with winners receiving cash prizes. The government will also engage renowned artists from across the country as mentors to guide and prepare the selected participants, enabling them to achieve recognition on international platforms.
