New Delhi | July 12, 2025 — In a significant boost to India’s employment landscape, Prime Minister Narendra Modi today addressed the 16th edition of the Rozgar Mela via video conferencing. During the event, he distributed over 51,000 appointment letters to youth joining various Central Government departments. The Prime Minister congratulated the appointees, stating that while they may serve in different departments, their common mission is national service guided by the principle of “Citizen First.” He emphasized that this moment marks the beginning of new responsibilities in building a Viksit Bharat (Developed India).
Highlighting India’s demographic and democratic strengths, PM Modi declared that the world today recognizes India’s two greatest assets — its massive youth population and its vibrant democracy. He described this youth force as India’s greatest capital and called on the government and private sectors to channel it into long-term prosperity. Referring to his recent tour of five nations, he noted that India’s youth were a major point of discussion and that key international agreements in defense, digital technology, energy, and rare earths will open up global opportunities for Indian talent.
A major highlight of the Prime Minister’s address was the announcement of a new Employment Linked Incentive Scheme. Under this initiative, the government will contribute ₹15,000 toward the first salary of every youth who secures their first job in the private sector. With a budget allocation of ₹1 lakh crore, the scheme aims to generate approximately 3.5 crore jobs across various industries, providing a major stimulus to private employment and skilling.

PM Modi also spoke at length about the role of India’s manufacturing sector in job creation. He said that thanks to the Make in India and Production Linked Incentive (PLI) schemes, India has seen a rapid expansion in electronics, mobile phone production, and automotive manufacturing. Electronics manufacturing alone is now valued at ₹11 lakh crore — a fivefold growth in the past 11 years. From just a handful of mobile phone units in 2014, India now hosts nearly 300 such units, creating lakhs of jobs. He also highlighted India’s emergence as the world’s largest locomotive producer, a strong exporter of rail and metro coaches, and the automobile sector’s success in attracting $40 billion in foreign direct investment in just five years.
The Prime Minister underscored how India’s welfare schemes have become powerful engines of employment. Citing an International Labour Organization (ILO) report, he shared that over 90 crore Indians have been brought under welfare coverage in the last decade. These schemes are not just about subsidies or benefits; they are generating mass employment — particularly in rural areas. He mentioned how construction under PM Awas Yojana, the building of 12 crore toilets under Swachh Bharat, and the delivery infrastructure created by Ujjwala Yojana have together provided work to lakhs of skilled and semi-skilled workers across the country.
The Rozgar Mela event also provided an opportunity for PM Modi to spotlight the government’s commitment to clean energy and women-led development. He highlighted the PM Surya Ghar Muft Bijli Yojana, which offers ₹75,000 in assistance for rooftop solar installation. The scheme is not only cutting household energy bills but also generating jobs for solar technicians, engineers, and manufacturers. Meanwhile, programs like Namo Drone Didi and the Lakhpati Didi mission are empowering women across rural India by turning them into drone pilots, entrepreneurs, and financial agents under schemes like Bank Sakhi, Bima Sakhi, and Pashu Sakhi.
Further, the Prime Minister praised efforts like PM SVANidhi, which has brought millions of street vendors into the formal economy, and the PM Vishwakarma Scheme, which is revitalizing India’s traditional artisan and service sectors through access to tools, training, and finance. He emphasized that such schemes have directly contributed to 25 crore Indians rising out of poverty in the last decade — an achievement now recognized by global institutions like the World Bank, which has ranked India among the top countries for equality and inclusive growth.
Calling this moment a Mahayagya of development, PM Modi urged the nation’s youth and new government appointees to carry forward the mission of job creation and poverty eradication with renewed dedication. Concluding his address, he invoked the ethos of “Nagrik Devo Bhava” — the belief that every citizen is divine — and extended his heartfelt congratulations and best wishes to the newly appointed candidates stepping into government service.
This edition of Rozgar Mela was conducted across 47 locations nationwide, involving departments such as Railways, Health, Home Affairs, Financial Services, Labour & Employment, and others. With over 10 lakh government jobs already offered under the Rozgar Mela initiative, the event continues to reflect the Modi Government’s focus on empowering youth and building a self-reliant, prosperous India.
