Lok Sabha Runs Strictly by Rules, Will Continue with Fairness: Speaker Om Birla

New Delhi, Mar 12:  Lok Sabha Speaker Om Birla on Thursday reaffirmed that the functioning of the Lower House is guided strictly by established rules and procedures, stating that parliamentary proceedings will continue to be conducted in a fair and impartial manner.

Addressing members in the House, Birla said the institution operates on clearly defined regulations and these would remain the basis of its functioning regardless of whether individual members agree with them. He also assured MPs that he would carry out his responsibilities with sincerity and neutrality.

His remarks came a day after a motion seeking his removal as Speaker was defeated in the Lok Sabha. Birla noted that the position of the Speaker represents the dignity and authority of the House rather than any individual.

Expressing gratitude to MPs for their participation in the debate on the motion, Birla thanked members who spoke both in his support and against him, saying their views reflected the democratic spirit of Parliament.

During his statement, Birla also responded to concerns raised by some members over speaking opportunities in the House. He clarified that while every MP has the right to express their views, they must do so in accordance with parliamentary procedures.

No member, including the prime minister or ministers, can speak in the House without the permission of the Chair,” he said, emphasising that participation in debates is regulated to maintain order during proceedings.

He further addressed allegations that microphones of certain members are sometimes turned off when they attempt to speak. Birla dismissed the claim, explaining that microphones are activated only when the Chair permits a member to speak.

The Speaker also reiterated that members enjoy freedom of speech within the House but are required to follow parliamentary rules and decorum while exercising that right.

Thursday marked the first time Birla presided over proceedings after a notice of no-confidence against him was moved during the first phase of the Budget Session, which concluded on February 13. The second phase of the session began on March 9.

Soon after making his remarks, the Speaker adjourned the Lok Sabha proceedings until 2 pm.
