New Delhi, June 26: Union Minister for Housing and Urban Affairs and Power, Shri Manohar Lal, inaugurated a Labour Skill Certification Ceremony organised by the Central Public Works Department (CPWD) at the General Pool Residential Accommodation (GPRA), Kasturba Nagar, Sewa Nagar, New Delhi. The event was held under the Government of India’s Skill India Mission and focused on empowering construction workers with modern industry skills.
During the ceremony, the Union Minister awarded skill certificates and ID cards to 40 ‘workmen’ who successfully completed an intensive 80-hour skill development training programme in MIVAN Shuttering Systems. The training was conducted on-site at the GPRA project, allowing labourers to gain hands-on experience directly at the construction site.
Shri Srinivas R. Katikithala, Secretary, Ministry of Housing and Urban Affairs, and Shri Satinder Pal Singh, Director General, CPWD, along with other senior officials, graced the event. In his address, Shri Manohar Lal emphasized the critical role that skill development plays in achieving the vision of Viksit Bharat 2047, stating, “The construction sector requires a highly skilled workforce to maintain quality standards and timely project delivery. This initiative aims to bridge the skill gap and build a future-ready workforce.”
He announced that the CPWD will increase the number of trained workers from 10,000 this year to 25,000 in the upcoming fiscal year. In a significant move, the Minister also stated that it will be mandatory for contractors working on projects costing over ₹10,000 crore to have at least 20% of their workforce certified as skilled workers, or alternatively, have them trained on-site.
The training programme, conducted in collaboration with the National Real Estate Development Council (NAREDCO), certifies participants as Assistant Shuttering Carpenters (Aluminium Shuttering). An earlier phase of the initiative had trained approximately 40 workers as Assistant Masons.
The ceremony was held at the site of the GPRA Redevelopment Project in Kasturba Nagar, which comprises G+13-storey towers with over 2,000 residential flats, including modern amenities and two levels of basement parking. The project showcases advanced technologies like monolithic construction with aluminium shuttering and self-compacting concrete, one of the six modern construction techniques identified by MoHUA.
Designed with a focus on sustainability, the project aims for a GRIHA 4-Star Rating through eco-friendly measures like the use of C&D waste, fly ash, low-VOC paints, solar panels, and five-star rated electrical equipment. The site also includes open green spaces, cycling tracks, open gyms, sports courts, kids’ play areas, water bodies, and key social infrastructure such as a CGHS Dispensary and Primary School.
Through this initiative, the Government reaffirms its commitment to nurturing a highly skilled workforce while promoting innovation and sustainability in the nation’s infrastructure development, aligning with its long-term vision for a developed and inclusive India.
