NEW DELHI, 25 JUNE: With the arrest of two accused, the IFSO Unit of the Special Cell has dismantled a significant cyber fraud operation involving fraudulent High Security Registration Plate (HSRP) booking websites. The perpetrators allegedly used forged documents and fake identifiers to promote these counterfeit platforms through paid advertisements on Google. As a result, thousands of individuals across India were deceived into making advance payments
BACKGROUND OF THE CASE:
An FIR No. 59/25 dated 01.03.2024 u/s 318(4), 319(2), and 61(2) BNS was registered at Police Station Special Cell in connection with the creation and operation of fraudulent websites purporting to offer High Security Registration Plate (HSRP) booking services. These deceptive websites featured UPI QR codes linked to bank accounts that had been opened using forged identities. Victims from across the country were misled into making advance payments ranging from ₹1,200 to ₹1,500, under the false impression that they were securing legitimate vehicle registration plates.
TEAM, OPERATION AND ARREST:
Keeping in mind the sensitivity of the matter a team comprising SI Amit Verma, SI Mahesh, HC Karamvir, HC Vikender, Ct. Rakesh and Ct. Darshan led by Insp Kuldeep Kumar under the supervision of ACP Vijay Gahlawat and under overall supervision of undersigned was formed.
During a comprehensive technical and manual investigation, it was revealed that the accused, Rishabh Gupta, was involved in the creation of fraudulent websites falsely offering High Security Registration Plate (HSRP) booking services. These websites were embedded with UPI QR codes linked to mule bank accounts. Victims from various parts of India, misled by the legitimacy of these websites, were induced to make advance payments ranging from ₹1,200 to ₹1,500.
The accused used forged identities to open multiple bank accounts and procure SIM cards. Each time a fraudulent website or QR code was detected and blocked, new ones were promptly created to sustain the criminal operation. The defrauded amounts were distributed across several bank accounts, which were rotated regularly to evade detection. The accused operated the racket using multiple mobile devices and digital tools, with the intent to mislead and defraud the general public.
On 11.06.2025, Rishabh Gupta was traced and apprehended. During sustained interrogation, he admitted to being the principal perpetrator behind the fraudulent syndicate responsible for the creation and management of fake HSRP websites. He further disclosed that the websites were promoted through paid advertisements to appear prominently in Google search results, thereby increasing their visibility and credibility among unsuspecting users. The funds collected through these platforms were funnelled into mule accounts under the syndicate’s control and later withdrawn in cash.
Further investigation led to the arrest of Kapil Tyagi, identified by Rishabh Gupta as the mastermind of the operation. Kapil Tyagi has a prior criminal history involving similar offenses.
The accused individuals utilized multiple mobile handsets and a well-organized digital infrastructure to orchestrate the fraud. Preliminary findings indicate that thousands of individuals across the country have fallen victim to this scheme.

2. Kapil Tyagi – Resident of Bhameta, Ghaziabad, U.P. Age: 35 (education-12th Pass)

• One (01) Laptop
• Nine (09) Debit Cards
• One (01) Bank Passbook
• Multiple QR codes in his devices
We have zeroed in on other associates of the accused and the investigation is going on.
