New Delhi , May 29, 2025 :In a landmark initiative aimed at boosting India’s research and innovation ecosystem, Union Minister Dr. Jitendra Singh chaired the first-ever high-level joint meeting between the Department of Personnel and Training (DoPT) and Secretaries of various Science and Technology Ministries in New Delhi on Wednesday.
The meeting was convened to resolve long-standing administrative and personnel-related challenges affecting scientific institutions. Dr. Singh emphasized the need for “ease of procedures” to facilitate “ease of research,” noting that streamlined administrative frameworks are essential to support India’s innovation-driven economic growth.
“Administrative clarity and uniformity across scientific departments are critical. We must shift from rigidity to responsiveness, from delay to delivery,” Dr. Singh stated.
Highlighting inconsistencies in recruitment rules, service conditions, and retirement policies across various science agencies, the Minister called for a standardized framework—particularly in view of diverse entry modes like deputation, lateral entry, and international collaborations. He stressed that administrative roadblocks must be eliminated to unlock the full potential of India’s scientific talent.
Recognizing his dual responsibility as Minister of both Science & Technology and DoPT, Dr. Singh said this joint platform was an effort to bring all stakeholders together for on-the-spot resolution of procedural issues and to build consensus on future policy reforms.
“This meeting marks a significant step in fostering inter-ministerial collaboration aligned with the ‘whole of government’ approach envisioned under the Viksit Bharat @ 2047 mission,” he said. “We need to break away from bureaucratic silos and move towards real-time solutions.”
The meeting was attended by key officials including Rachna Shah (Secretary, DoPT), Dr. N. Kalaiselvi (DG, CSIR), Dr. Abhay Karandikar (Secretary, DST), Dr. Rajesh Gokhale (Secretary, DBT), Dr. M. Ravichandran (Secretary, MoES), and Dr. Parvinder Maini (Scientific Secretary, PSA Office), along with senior officers from their respective departments.
Citing recent DoPT efforts such as repealing over 1,600 outdated laws and simplifying service rules, Dr. Singh credited Prime Minister Narendra Modi’s vision for driving administrative reform as a core pillar of national progress.
Concluding the session, the Minister reiterated: “India’s scientific future depends on ease of innovation—and that begins with administrative simplicity and synergy. Today’s meeting is a step in the right direction.”
