Haryana Budget to Be Shaped Through Public Participation: CM Nayab Saini

Pre-Budget Consultation with Social Organisations Held in Kurukshetra

New Delhi, January 22: Haryana Chief Minister Nayab Singh Saini on Wednesday said that the upcoming State Budget will be shaped through active public participation, ensuring inclusive and balanced development across Haryana. He was addressing a pre-budget consultation meeting held in Kurukshetra, attended by representatives of various social, educational, labour, farmer and cultural organisations.

Representatives from prominent organisations, including Bharatiya Kisan Sangh, Bharatiya Mazdoor Sangh, Swadeshi Jagran Manch, Akhil Bharatiya Vidyarthi Parishad, Vidya Bharati, Adhivakta Parishad, Vishwa Hindu Parishad, Krida Bharti and several other organisations, participated in the discussions and shared sector-specific suggestions related to agriculture, labour welfare, education, youth, sports and social development.

Addressing the gathering, the Chief Minister said that the Haryana Budget is not driven by political agendas or elections, but represents the aspirations of 2.80 crore citizens of the State under the leadership of Prime Minister  Narendra Modi. He emphasised that the government is committed to preparing a visionary, inclusive and people-centric budget through consultation with all sections of society.

Calling the pre-budget consultation process a strong pillar of democracy,  Saini said that inputs received from farmers, workers, youth, advocates, educationists, sports and social organisations will be carefully examined and given priority. He expressed confidence that a budget framed with public participation would help make Haryana self-reliant, empowered and developed.

The Chief Minister assured that all practical and public-interest-oriented suggestions would be incorporated into the budget to the maximum extent possible, and that the impact of the upcoming budget would be clearly visible on the ground in the coming years.

During the meeting, OSD to the Chief Principal Secretary to the Chief Minister, Heena Bindlish, presented an action-taken report on suggestions received during earlier pre-budget consultations. She informed that many recommendations had already been implemented in previous budgets and are yielding positive results.

She said that 11 pre-budget consultation meetings were organised across various sectors, including women’s groups, industry, health, education, rural development and Panchayati Raj, skill development, excise, incubation centres and start-ups. Several of these suggestions were incorporated into the budget, leading to the establishment of incubation centres, implementation of start-up support measures, and ongoing work on employment generation proposals.

The meeting was attended by senior officials including Chief Principal Secretary to the CM  Rajesh Khullar, Additional Chief Secretary (Higher Education)  Vineet Garg, Principal Secretary to the CM Arun Kumar Gupta, Additional Chief Secretary (Cooperation)  Vijayendra Kumar, Principal Secretary (Youth Empowerment & Entrepreneurship) Rajeev Ranjan, Principal Secretary (Agriculture & Farmers’ Welfare) Pankaj Aggarwal, Principal Secretary (Sports) Vijay Singh Dahiya, Commissioner & Secretary (Industries & Commerce) Dr. Amit Kumar Agarwal, Additional Principal Secretary to the CM Dr. Saket Kumar, Deputy Principal Secretary Yash Pal, OSD Dr. Raj Nehru, along with other senior officers.
