New Delhi, December 12, 2025:The Department of Administrative Reforms and Public Grievances (DARPG) released its Year-End Review 2025, showcasing comprehensive achievements in digital governance, public service delivery, grievance redressal mechanisms, and global administrative collaboration.
The year was highlighted by the successful conduct of the 28th National Conference on e-Governance (NCeG) held at Visakhapatnam, Andhra Pradesh, on 22–23 September 2025. Focused on the theme “Viksit Bharat: Civil Service and Digital Transformation,” the conference brought together over 1,000 delegates across states, ministries, and private sectors. The Visakhapatnam Declaration was adopted to guide digital governance reforms for India@2047.
DARPG carried out a major upgrade of the Centralized Public Grievance Redress and Monitoring System (CPGRAMS). Revised grievance categorization for 31 ministries was completed, with 27 already live. A new module to enable senior-level review of grievances was rolled out across ministries, complemented by capacity-building workshops.
The department also released the “Sevottam Model Curriculum” and showcased best practices through the booklet “Effective Grievance Redressal: 100 Stories of Change.”
The Prime Minister’s Awards 2023 & 2024 were successfully concluded, with awards conferred by the Prime Minister on Civil Services Day 2025. The event saw participation from over 3 lakh attendees in-person and virtually.
DARPG led the largest-ever government cleanliness and pendency-reduction drive under Special Campaign 5.0 (2–31 October 2025).
Key outcomes include:
11.60 lakh offices covered
7.54 lakh grievances resolved
38.11 lakh files reviewed
233.75 lakh sq. ft. office space freed
₹824.07 crore generated through scrap disposal
Cumulatively, Special Campaigns 1.0 to 5.0 freed 930.02 lakh sq. ft. and generated ₹4120.79 crore.
In 2025, the department organized:
A Good Governance Conference in Bhubaneswar with participation from senior leadership including the Odisha Chief Minister.
A Regional Conference on Holistic District Development in Patna showcasing district-level innovations.
DARPG expanded digital public service delivery under NeSDA – Way Forward, in collaboration with Right to Service Commissions of eight states.
Key progress in 2025:
25% increase in total e-services (19,177 → 23,919)
10 States/UTs achieved full saturation of mandatory e-services
6 States/UTs now deliver 100% services through unified portals
The implementation of e-Office Version 7.0 across all central ministries led to:
93.62% e-file adoption
95.19% digitization of receipts
Reduced transaction levels enabling faster decision-making
Enhanced analytics through Vishleshan 2.0 and development of Version 3.0 aim to further strengthen efficiency.
A major highlight was India securing the Presidency of the International Institute of Administrative Sciences (IIAS) for 2025–2028—a first in 100 years.
Secretary DARPG, Shri V. Srinivas, secured a 62% mandate at the IIAS Extraordinary General Body meeting.
The department also organized the IIAS–DARPG International Conference 2025 at Bharat Mandapam featuring 750 delegates from 58 countries and released a landmark 710-page report, Viksit Bharat@2047 – Governance Transformed.

DARPG held:

6 National e-Governance Webinars showcasing award-winning digital public infrastructures
Over 80 proposals were received for AI-driven platforms, unified service portals, and real-time service dashboards. The SCI portal continued to support monitoring and coordination.
The department organized multiple nationwide events, including:
International Women’s Day: Webinar on women in civil service
International Yoga Day at CSOI, New Delhi
Swachhata Hi Sewa Campaign 2025
Constitution Day Webinar attended from 800+ locations
DARPG received the Rajbhasha Kirti Award (First Prize) for 2024–25 for excellence in promoting Hindi, awarded by the Union Home Minister on Hindi Day.
