New Delhi, 29th October 2024–  Chief Minister Atishi Approves Round-the-Clock Operations for 111 More Establishments in Delhi to Boost Economic Growth and Employment. The Aam Aadmi Party (AAP)-led Delhi government has greenlit 24×7 operations for an additional 111 commercial, retail, and business establishments across Delhi, marking a significant step in stimulating economic activity and increasing job opportunities. The Labour Department spearheaded this proposal, which aims to meet the increasing demand for continuous services and strengthen Delhi’s economy. With this latest approval, the total number of establishments allowed to operate 24 hours a day under CM Atishi’s administration has now surpassed 700. Over recent years, this policy has gained traction as more businesses apply for round-the-clock operation permits to capitalize on Delhi’s dynamic market demands and bolster service availability for residents. Delhi’s bustling economy relies heavily on a robust, continuously accessible commercial sector, and the move to approve 111 new 24×7 operational permits is a direct response to these needs. The establishments granted approval belong to the commercial, retail, and business sectors, all pivotal to ensuring the availability of essential goods and services.

Chief Minister Atishi underscored the significance of this policy, stating that extended operational hours will catalyze economic growth and enable the creation of numerous new job opportunities in Delhi. “The objective is not only to enhance economic vibrancy but also to ensure that employment avenues expand for Delhi’s growing workforce,” said CM Atishi in a statement. The establishments approved for 24-hour operations must strictly comply with the stipulations set forth in the Delhi Shops and Establishments Act, 1954, particularly sections 14, 15, and 16, which outline working hour restrictions, employee welfare measures, and other operational norms.

In line with these regulations, specific provisions have been introduced for female employees’ safety. During summer, women are not permitted to work between 9 PM and 7 AM, and during winter, the restricted hours are from 8 PM to 8 AM. Shops are also mandated to open and close within designated hours; any breach of these regulations can lead to the revocation of operational privileges or even closure of the establishment. Businesses will be allowed a 15-minute grace period at closing time if customers are already present, yet must adhere to area-specific opening and closing times. The recent approval follows a comprehensive review process conducted by the Labour Department. Of the 175 establishments that applied for 24×7 permits, 111 met the government’s rigorous standards and were granted permission to operate around the clock. Applications are thoroughly vetted to ensure that all approved establishments meet the legal and regulatory requirements necessary for continuous operation.

The high volume of applications reflects an uptick in interest from business owners to capitalize on round-the-clock service models, which are increasingly in demand. CM Atishi noted that this trend illustrates the positive climate for business growth fostered by the Delhi Government, enabling a conducive atmosphere for businesses of all sizes to thrive and serve the city’s residents effectively.

The Delhi Government’s ongoing effort to promote a business-friendly environment has seen numerous establishments benefit from extended operational hours, with notable approvals in recent years. In 2023 alone, approvals included 32 establishments in January, 29 in August, and 83 in November, followed by an additional 23 establishments in February of 2024.

CM Atishi affirmed that the policy of allowing eligible establishments to operate 24/7 is rooted in a commitment to stimulating economic growth and creating a favorable business environment. “By supporting 24-hour operations for businesses that meet stringent criteria, we aim to create continuous access to essential services and new employment opportunities across Delhi,” said Atishi.
