Government Invites Final Public Comments on Revised Draft of Indian Statistical Institute Bill, 2025

MoSPI releases updated draft to modernise ISI’s governance framework; stakeholders can submit suggestions until December 15, 2025.

New Delhi: The Ministry of Statistics and Programme Implementation (MoSPI) has issued a call for final comments on the revised draft of the Indian Statistical Institute (ISI) Bill, 2025. The updated draft, published on 28 November 2025, marks the next phase in the government’s pre-legislative consultation process.

The original draft of the Bill was released on 25 September 2025, inviting comments from all stakeholders—including statisticians, academicians, policymakers, researchers, and the general public—until 3 November 2025. Following the review of the submissions received during this period, MoSPI has incorporated several revisions to the draft legislation.

The proposed ISI Bill, 2025 seeks to replace the existing Indian Statistical Institute Act, 1959, aiming to bring the Institute’s governance structure on par with those of leading Institutions of National Importance such as the IITs and IIMs. It focuses on modernising administrative processes, strengthening accountability mechanisms, and enhancing institutional autonomy to support ISI’s expanding role in national data systems, advanced research, and statistical innovation.

In keeping with the government’s commitment to inclusive policymaking, MoSPI has reopened the consultation process and invited additional comments from the public. Stakeholders may submit their inputs until 15 December 2025.

The revised draft Bill and the prescribed comment submission format are available on the Ministry’s official website. Suggestions can be emailed to capisi-mospi[at]gov[dot]in in MS Word or PDF format.

The Ministry reiterated that public participation is a key component of the legislative process and encouraged all interested individuals and institutions to contribute their views to help refine the future legal framework governing one of India’s most prestigious research institutions.
