Delhi government on alert mode, from disaster management to development plans; CM held a review meeting with departmental heads

From Health to Transport, Education to Workers' Welfare, Delhi Government in Full Action Mode for 24×7 Safety and Uninterrupted Services

New Delhi, May 10, 2025: Delhi’s Chief Minister, Rekha Gupta chaired an important meeting today at the Delhi Secretariat with HODs of all the departments. The purpose of this meeting was to assess departmental preparedness for the current emergency situation and review the progress of development works. During this meeting, the Chief Minister issued several key directives to implement a multi-tiered, coordinated, and active strategy to address emergency situations in the capital. This strategy includes various sectors such as health, transport, education, fire services, workers’ welfare, etc implementation.

Regarding the preparedness of various departments, the Chief Minister said that The Health Department was directed to ensure full readiness of hospitals, including availability of ambulances, adequate stock of medicines and consumables, electrical backup for Intensive Care Units (ICUs), and clear duty rosters for doctors and paramedical staff. Leaves for all medical personnel were cancelled, and coordination with central hospitals like AIIMS was also emphasized.

The Chief Minister also mentioned that the power Department was directed to ensure prompt response in case of power outages and to provide backup electricity for essential services. The Delhi Jal Board (DJB) was instructed to safeguard the water supply network, deploy tankers, and ensure round-the-clock electrical backup for all pumping stations.

The Revenue Department was directed to immediately activate District Disaster Management Authorities (DDMAs), ensure identification and readiness shelters, and keep Civil Defense Volunteers (CDVs) ready for emergency deployment. Special emphasis was also placed on establishing coordination with the armed forces, railways, and airport authorities to enable swift and coordinated responses during any situation. Additionally, the Home and Police Departments were instructed to ensure 24×7 security of critical infrastructure sites and prioritize the safety of essential services’ supply chains. Preparations for the implementation of the Essential Services Maintenance Act (ESMA) where ever it is deemed necessary .

The Food and Civil Supplies Department was directed to monitor adequate stock at ration shops, petroleum and cooking gas reserves, and keep the food supply chain operational. The Public Works Department (PWD), MCD, NDMC, and other relevant departments were instructed to maintain a list of contractors for emergency evacuation and reconstruction of damaged infrastructure, and to plan in advance for the deployment of necessary machinery and equipment, including street cleaning, power supply, lighting, and other essential services.

The Chief Minister instructed the Delhi Transport Corporation (DTC) and DMRC to finalize emergency evacuation plans. Both agencies were directed to prepare clear Standard Operating Procedures (SOPs), route maps, and fleet management plans to ensure the safe and coordinated movement of people to secure locations during a crisis. The Education Department was instructed to prepare schools and college campuses under its jurisdiction to be used as temporary shelters. Coordination with District Disaster Management Authorities (DDMAs) was also emphasized to ensure proper arrangements for the shelter, food, medical assistance, and sanitation .

The Chief Minister informed that the Delhi Fire Department has been directed to remain in alert mode at all times and coordinate closely with the Revenue and Police Departments for swift response and relief work in case of emergencies such as fires, explosions, or structural damage. Additionally, the Labor Department was instructed to ensure the safety, rehabilitation, and provision of necessary assistance to workers in the informal sector and migrant laborers. This includes providing temporary employment support, ration distribution, and health services in relief camps.

The Chief Minister concluded by assuring that the Delhi Government stands with its people in any eventuality. The government’s priority is to ensure the safety of every citizen and the uninterrupted availability of essential services. She called on all departments to work together and ensure there is no lapse in serving the public.
